Speeding

Do you think your city's roads would be a lot less safe if cops only really enforced the posted speed limits in school zones, construction zones, and residential areas? Would most people still only go a reasonable amount over (say, 10 mph or 15 kph over on the main roads and 15 mph or 25 kph over on highways), or would there be way too many maniacs on the streets?
